The basic objective of this scheme is to exploit the potential of mobile phones for science popularisation in the society so as to create interest among the people towards science. Because of its user friendly features, decreasing cost and added values, the mobile phone has penetrated into the remotest part of the country. Today, it is not just a means of communication, but it is proving to be an effective tool of teaching-learning all over the world.

It is well recognised that the mobile phones could add a completely new dimension to the teaching-learning process due to a wide range of attributes such as talk, text, camera, video, radio, internet, etc. along with, chatting, gaming, talking and messaging. Mobile phones will now be used to spread the scientific knowledge in the society and hence to develop a scientifically empowered manpower in the country.

One of the important features of the scheme is that there is no fee for subscribing science SMS and also that you can select the type of content and frequency to receive SMS on your mobile as per your choice and interest.

The mobiles have penetrated into the rural areas also and the number of user is increasing year after year. Because of its value added functions and wide spread use, the mobile phones have potential to be used for teaching-learning purpose. IGNOU and Vigyan Prasar have developed software to use this wonder device for the purpose of science popularisation. Considering science communication and popularisation of utmost importance especially for our country where a large number of people need to be told about the impact of science and technology in their daily lives, it is expected that this initiative will make significant contribution in this regard.

As the Vigyan Prasar has the mandate to popularise science and technology among the masses and NCIDE to nurture innovations, this initiative will be an unique step to exploit the potential of the emerging technologies like mobile phone for this purpose. Because of the decreasing cost, increasing penetration and adding of new features, the mobile technology can be a very effective means of spreading scientific knowledge and inculcating science temper among the people.

The target group of the scheme Science@Mobile includes all the educated and uneducated people including homemakers and children. However, the content is grouped for three categories of people. First category includes the less educated common man who needs basic scientific literacy. The second category includes the educated people having no science background whereas the third category belongs to the educated people having science background. In the first phase of the project focus will be on the first two categories. Subscribers will be given option to select the type of information they would like to receive through mobile service.
